A range of internal and external factors are encouraging Councils to explore joint service delivery – most especially budget pressures, and Gershon efficiency requirements.
Revenues and Benefits was one of the services identified in the Gershon report for collaboration. Whilst there are features of Revenues and Benefits that are encouraging for joint service delivery (regulatory framework, transaction processing), there are also challenges (control of revenues, management of benefits service standards, divergent technologies, staff relocation).
Meritec has worked with several local authorities on feasibility studies to evaluate propensity to partnership and preferred opportunities and also design studies to prepare plans leading to implementation of shared working projects.
Meritec has now launched its NetShare initiative which is a national network for shared working. It enables member local authorities to share services remotely with other local authorities. Meritec enables such shared working by finding local authorities in need of and others able to provide specific services.
